Thousands of whānau rely on Family Start for early support.But its future is now under review.

Family Start is a nationwide early intervention home visiting service supporting whānau from pregnancy through early childhood.The programme is now under review as part of a broader $529 million reassessment of services for vulnerable families. While contracts have been temporarily extended to March 2027, Cabinet decisions in late March 2026 will determine the future of Family Start and similar prevention services.At the same time, recent coroner and oversight body findings following the death of Malachi Subecz have highlighted ongoing gaps in the child protection system, including incomplete implementation of key recommendations from the late Dame Karen Poutasi’s review. These findings reinforce the importance of strong, community-based prevention.The evidence is clear: early support delivered by trusted, local providers plays a critical role in keeping tamariki safe and reducing pressure on crisis services.Family Start is a core part of that prevention system. Reducing or weakening it risks widening the very gaps these reviews have identified — at a time when strengthening early intervention is most needed.

Family Start operates at scale across Aotearoa, delivered by 43 trusted community providers supporting whānau facing complex and overlapping challenges. It forms part of a wider prevention system currently spanning 1,800 services and 810 contracts, reflecting the breadth of early support required across communities.Its strength lies in sustained, relationship-based support, working alongside whānau over time to build parenting capability, improve stability, and connect families to the services they need. By intervening early, Family Start reduces the likelihood of more intensive interventions later, including involvement with the child protection system.The long-term impact of this approach is significant. Evidence shows that for every $1 million invested, early intervention programmes like Family Start can generate between $7 million and $13 million in long-term benefits, including reductions in infant mortality (up to 42% in the first year), increased immunisation and education participation, and lower rates of abuse, crime, and long-term welfare dependency.This prevention is core infrastructure that strengthens whānau, improves outcomes for tamariki, and reduces pressure on the wider system over time.
